At the beginning of December, ICBC cancelled all road tests in Fort St. John due to a criminal harassment investigation.
ICBC says it is still not able to provide a specific date for when road tests will resume.
However, the person at the centre of the investigation, Elite Driving School Owner David Roswell, is now facing reduced charges related to alleged events in 2024.
Crown prosecutors are currently requesting a peace bond after two counts of criminal harassment against Roswell were dropped.
At this time, Roswell faces three counts of causing fear of injury or damage to a person or property.
Roswell told CJDC-TV News he challenged the criminal harassment charges and says he will also be contesting the peace bond.
He alleges the case is complex and bizarre, saying, “ICBC is trying to silence me with these peace bonds.”
Roswell alleges the crown did not have a strong case, saying the information in its statement was not truthful.
“Once I challenged them telling them I wanted a trial, the charges were dropped,” he added.
ICBC said in a statement, “As the matter involving Mr. Roswell is before the court, it would be inappropriate for ICBC to comment on the charges.”
The corporation says it is exploring options to safely
resume road tests in the Fort St. John area.
“The safety of our employees and customers is our top priority, and we are required to ensure a safe environment for everyone accessing ICBC services,” ICBC said.
In the meantime, ICBC has largely expanded road test availability in Dawson Creek.
